Sites Node Unresponsive: Input/output error (Doc ID 1603896.1)

Symptoms

Sites node is completely unresponsive.

In the sites.log see many file access errors such as:

[2013-10-18 10:36:47,584 EDT] [ERROR] [catalina-exec-120] [com.fatwire.logging.cs] Exception accessing file /apps/cs_shared/elements/fatwire/wem/sso/ssoLogin.jsp for element fatwire/wem/sso/ssoLogin
java.io.FileNotFoundException: /apps/cs_shared/elements/fatwire/wem/sso/ssoLogin.jsp (Input/output error)
        at java.io.FileInputStream.open(Native Method)
        at java.io.FileInputStream.(FileInputStream.java:120)
