Custom Attributes are not longer stored in schema.user.xml after upgrading from OVD 10g to OVD 11g (Doc ID 1604368.1)

Symptoms

- In OVD the custom attributes are stored in file schema.user.xml however this does not happen if the OVD server was upgraded from 10g to 11g

- New custom attributes are not showing in schema.user.xml after upgrading from OVD 10g to OVD 11g

- If a fresh OVD 11g install is performed then any new custom attribute created using Oracle Directory Services Manager (ODSM) will be added to file schema.user.xml. The issue happens only after upgrading from OVD 10g to OVD 11g
