Users With NLS Characters In Password Fail To Login To The Content UI

Using WebCenter Content 22.214.171.124 on Solaris
When trying to login to the new Content UI, some user fail to login, while other users login successfully.
The users that fail to login to the Content UI can successfully login to the Native UI.
The users that fail to login have NLS special characters in the password, for example: é, ä, à, ö etc...
