Portal 11g Omniportlet Edit Defaults Fails With Error "Cannot Store Connection Information In The Repository Because The Repository Has Not Been Configured"

While Editing Connection Details for a SQL datasource, either saving the connection information or opening the Connection Name LOV fails with an error :
Steps to Reproduce :
- Use the 'Edit Defaults' setting to edit the Omniportlet settings
- Choose 'SQL' for 'What type of data would you like to view?'
- Press the 'Edit Connection' button to go to the Connection Information screen
- In the Connection Information screen, open the Connection Name LOV. This will result in the error message shown below
