Symptoms

On OEPE 12.1.2.1 noticing that installing BIRT(Business Intelligence, Reporting and Charting option)reporting tools in combination with OEPE 12.1.2.1 manifests below 2 unexpected changes

--> create ADF Application/projects is no longer available
--> WLS server is rendered un-usable i.e cannot start etc..
