Attempt to Access Help via WebCenter Portal (WCP) Application Results in 404 Error

When help is accessed in an custom WebCenter Portal Application (220.127.116.11 as taskflow), a pop-up window is opened with a URL pointing to webcenter-help application, reporting 404 error.
The same works fine as a standalone ADF Application.
In WebCenter Spaces logs, the following error is reported:
Run the ADF Taskflow within WebCenter Portal Application instead of a standalone ADF application.
