Problem With OmniPortlet Provider After 10g-11g Portal Upgrade - Provider Refresh Failing and Portlets Not Available.

After upgrading the Portal from 10g to, clicking on the OmniPortlet link  reports an error -->  Error: The portlet could not be contacted.
