When experiencing this issue, the administrative interface is not available and startup may seem slow. This would occur because the EM agent or other software is using the admin network and has a long timeout. The following message(s) may be similar to those observed in the console output at startup:
There could be recent changes to the files in /etc/sysconfig/network-scripts.
