Oracle ESB 10g not passing through SOAP Headers to BPEL Service.

The docs clearly say "Filtering and transformation can be used with the request header. If a transformation is not specified, the header is copied as-is (pass-through)."

EXPECTED BEHAVIOR
-----------------------
There is no transformation in the ESB routing rule, the SOAP headers should pass through.
