Symptoms
Since SOA startup can take some time after WLS transitions to "RUNNING", load balancers that ping a URL on the WLS server get an incorrect
indication of SOA availability. This results in HTTP requests for user sessions (e.g. BPM Workspace/SOA Worklist app) getting routed to servers where SOA requests then fail.
