Symptoms
Timestamp getting corrupted after 11g PS6 upgrade.
ACTUAL BEHAVIOR
---------------
When OSB proxy service is consuming the message through the AQ Adapter, the timestamp 2013-10-17T15:35:46.000-0500 has the wrong format where the COLON is missing in 0500.
Due to this, all of the messages are erroring out with "dateTime: error: date: Invalid date value".
Error seen in osb .out log:
