OAM 11gR2 : Incorrect Error Message When no Credential Is Provided (Doc ID 1607917.1)

Symptoms

With Oracle Access Manager (OAM) 11gR2, when a user clicks on the "Submit" button of the OAM Login page with no credential (no username, no password), the error message displayed is "System error. Please re-try your action. If you continue to get this error, please contact the Administrator."

The message "An incorrect Username or Password was specified" would be more suitable.
