Newly Created vServer Has An Inaccessible EoIB Network Which ifconfig lists as UP But With No IP address Defined (Doc ID 1608073.1)

Symptoms

You are using Exalogic Elastic Cloud Software (EECS) in a virtual configuration and used Enterprise Manager OpsCenter Control (EMOC) to create a guest vServer that is connected to an EoIB network. However, though the vServer creation starts successfully and "ifconfig" shows the network has been defined, the vServer cannot be reached via the IP address on the interface and even though the interafce configuration file exists and appears to be correctly populated. When you are seeing this issue the "ifconfig" command will list the interface as UP but does not show it as having an IP address.
