Not all accounts of OIM user who has multiple accounts on a same resource are imported to OIA (Doc ID 1610212.1)

Symptoms

OIA 11.1.1.5.5 integrated with OIM 11.1.2.1.3.

Some OIM user-accounts created through reconciliation from EBS application instance sometimes cannot be imported to OIA via the full/incremental import users, accounts and entitlement job. At OIM, one OIM user can have multiple accounts on the EBS application instance but with a unique account Id, every EBS account has different a position and responsibility.

The issue is that not all accounts of an OIM user who has multiple EBS accounts are imported into OIA database.
For instance, an OIM user has 2 EBS accounts, may be only 1 can be imported. Another OIM user has 5 EBS accounts, may be 2 accounts are imported.
