Using the FLD_CREATE_FOLDER Service to Create a New Folder Does Not Use Supplied Values for Custom Metadata Fields (Doc ID 1610497.1)

Symptoms

Using the FLD_CREATE_FOLDER service in Framework Folders to create a new folder works, and the folder is created.

However, if you specify values for custom metadata fields, they no longer get set on the newly created folder.

On the base 11.1.1.6.0 install, these values did get set correctly. Testing with MLR 15 OPatch shows they no longer get set. Instead, the custom metadata fields get values inherited from the parent folder.
