Webcenter Portal 11.1.1.8.0 is set up with SES 11.2.2.2.0 as explained in

18.5.4.4 Setting Up Oracle SES to Search Portals, Lists, People, and Page Metadata

However, it does not work most of the time.

It seems that the 1st query per user works, and finds the document.
Subsequent searches do not work, they result in no hits even if searched for the exact same term with the exact same user.
This is the same no matter if you search from Spaces or from SES search UI directly.

When searching from SES UI then when the search fails the following seems the major difference:
