Goal

Given a folder with AccessControlLists for the content inside the folder, users have a variety of privileges for the content items.
When a new file gets placed into the directory the file picks up the parent folder's permissions. (The item is explicitly assigned these settings and doesn't inherit them.
Now in the parent folder a user is added. He will not be able to see the file that was previously added to the folder but will be able to see a new file that is checked into the folder. How to resolve this issue?
