Error: "Process 'CmdLineConversion' Timed Out" After Instaling OIT Patch 17768935: OUTSIDE IN 8.4.0.113 OPATCH FOR PS5, PS6, AND/OR 11.1.1.8 (Doc ID 1611833.1)

Symptoms

After putting on the latest OIT Opatch for WCC 11.1.1.7.0, content fails to convert to PDF. After 5 minutes, it times out and the error states:

csConversionForceFailureByStep(PDFExport,!csProcessTimedOut,CmdLineConversion) Process 'CmdLineConversion' timed out.

The patch installed was: <Patch 17768935>: OUTSIDE IN 8.4.0.113 OPATCH FOR PS5, PS6, AND/OR 11.1.1.8

This is using PDF Export in Inbound Refinery (IBR).

Removing the OIT patch allows conversions again.
