Symptoms
The custom toolbar doesn't apply to multi-valued attributes in Contributor UI.
The custom toolbar works fine in Admin UI when asset form is enabled.
Changes
In CKEditor's configuration file it has a custom TOOLBAR="custom_toolbar_name" configured.
Also, in config.js a custom toolbar named "custom_toolbar_name" is defined.
