Goal

When installing a 12c DB (12.1.0.1.0) the APEX version installed in the multinenant architecture - CDB$ROOT, PDB$SEED, and any created PDB - is APEX 4.2.0.00.27.  The goal is to upgrade APEX to the most current version.  The simplest method of doing this is to follow the patching procedure for the version you desire.  For example, if you want to patch to 4.2.6, see 3.1 About Installing in Oracle Database 12c

However, there may be some cases where you wish to remove the existing version of APEX completely and do a completely new installation.

The information in this note is based on the information from Jason Straub's Blog.
