How to Patch / Upgrade APEX 4.2 That Is Installed by Default in a 12c Multitenant DB (Doc ID 1611987.1)

Goal

When installing a 12c DB (12.1) the APEX version installed in the multinenant architecture - CDB$ROOT, PDB$SEED, and any created PDB - is APEX 4.2.5.  The goal is to upgrade APEX to the most current version.  The simplest method of doing this is to follow the patching procedure for the version you desire.  For example, if you want to upgrade to 21.1, see D Upgrading APEX

However, there may be some cases where you wish to remove the existing version of APEX completely and do a completely new installation.
