OID 11g ODS Schema is Not Updated when using non-SYS User as sysdba in Patch Set Assistant "SP2-0306: Invalid option" (Doc ID 1613310.1)

Symptoms

We need to run Patch Set Assistant (PSA) to upgrade Oracle Internet Directory 11g (OID) Schema.

The PSA has a step for specifying DBA User to connect to Database.
When using non-SYS User as sysdba, PSA can not execute necessary scripts. PSA screen displays 'Successfully' message, but in fact, necessary SQL scripts are not executed. The schema is not updated correctly.

In this case, SQL*Plus (executed by PSA) can not connect to Database. The PSA output log (psa{timestamp}.out) reports the following messages.

$MW_HOME/oracle_common/upgrade/logs/psa{timestamp}.out:

Upgrade OID to 11.1.1.7.0.
