OVD 11.1.1.1.6 is Running but Intermittently Showing as Down in EM FMW Control Console

Symptoms
Oracle Virtual Directory (OVD) 11g 11.1.1.6.0 version.
Although OVD is running, Enterprise Manager (EM) Fusion Middleware (FMW) Control console shows ovd instances as down intermittently.
The ovd instances show as red in the EM menu.
Trying to make any changes to OVD instances or view any server configuration from EM menu, the following error is returned:
Configuration settings are unavailable because /Farm_webDomain/asinst_1/ovd1 is down.
The problem occurs randomly without any product restart or other changes.
For example, the last time logged of ovd servers, they were showing as up. After no activity for a few days on the servers, a subsequent check shows them all as being down.
Workaround:
1. Stop the WLS Admin Server
2. Restart the WLS Admin Server
3. However ODSM then fails, so also needs to restart WLS Managed Server (expected, as Managed Servers need to be started very last)
