Why Does Oracle Traffic Director (OTD) Admin Console Show "Instance Configuration Modified" If No Files Were Changed By Users (Doc ID 1613728.1)

Symptoms

When logged into the OTD admin console, before any changes, there is already a warning box at the top showing "Instance Configuration Modified"  as below,

Click on the "Deploy Changes" next to the "Instance Configuration Modified"  warning, it will show the new files (e.g.  .nfs000000000014d0000000003) as below,
