Content Tracker Is Not Recording Users Accessing Native File Through DIS Windows Explorer Integration (Doc ID 1614100.1)

Goal

If a user opens a native file link in the web interface the content server immediately writes a new record to the SCTACCESSLOG table.  However, if the user browses for a content item in windows explorer integration in DIS and opens the document by double clicking, no record is written to the SCTACCESSLOG table.

Steps to Replicate
---------------------------------------
Click the native file link for a document when logged in through the standard content server UI.  Check the SCTACCESSLOG table for a new record

Open windows explorer and find a document in WCC. Open it by double clicking on the file. Check the SCTACCESSLOG table and notice there is no new record
