CSDT (Developer Tools) Remote Connection Issue (Doc ID 1616244.1)

Symptoms

When using Deverloper Tools (Eclipse plugin or command line utility), cannot connect to remote WebCenter Sites instance.

The following error from command line:
com.fatwire.wem.sso.cas.CASProvider getTicket
SEVERE: Failed to acquire ticket
java.net.ConnectException: Connection refused: connect

Using eclipse, get the following error:
Failed to acquire multi ticket, Connection refused
