Javascript Error When Non-admin User Deletes A Group Or User From ACL Fields After Applying MLR17 on 11.1.1.6.0 (Doc ID 1616632.1)

Symptoms

After applying MLR 17 non-admin users can't delete a role from Role Access List (labeled as Group Access List in our implementation) or delete a user from User Access List on content items. When trying to delete the user or group the user gets a Javascript error message (javascript:idc.security.util.toggleAccessListItem<item in question> - and more errors regarding the bundle.js.) with the option to click Yes or No. When clicking Yes or No the error message disappears and the user or group that was supposed to be deleted is gone from the ACL fields. But after clicking Submit Update button the deleted group/user is displayed in the ACL fields in Content information.

This issue appears only on MLR 17 (not prior).  It is not seen on 11.1.1.8.0 MLR2 or any other browser (chrome, firefox, IE9, IE10, IE11).
