Community Applications In The UI Not Working (Doc ID 1616731.1)

Symptoms

The community applications in the UI would not work, if the production Sites node1 is up, and production Sites node2 is down.

Setup:

conqa001 (Sites mgmt)
conua001 (Sites prd node 1)
conua002 (Sites prd node 2)
conua.someloadbalancerhost.com (Sites loadbalancer)
comua001 (both cos mgmt and cos prd on machine)

Behavior:

Login to conqa001 (Sites management)
Errors When Clicking on the Gadgets App:
Error occurred
Details: com.fatwire.cos.ex.CoSServerException: com.fatwire.cos.ex.CoSServerException: REST query failed

and When Clicking on Community App:
Error Occurred
Details: Service is unavailable

COS status page (both management and production) show:
RUNTIME_ERROR CacheValidator failed. Error: GET http://conua.someloadbalancerhost.com:7003/cs/REST/sites/somesite/types/cg_install/assets/1386794441232?multiticket=multi-ST-15-KsBz9ICMnnGoqdE3p4dT-cas-conua002-1 returned a response status of 403 Forbidden
