Silent Mode Domain Upgrade Fails with ArrayIndexOutOfBoundsException in non-English environment

 WebLogic Server upgrade failed with the following error log when run in silent mode.

$ java weblogic.Upgrade -mode silent -type domain -responses weblogic-upgrade-domain-responses.xml

Even after setting "9.0 or higher" as SelectWebLogicVersionPlugIn in response.xml (According to Doc ID 1515651.1), the problem still occurs.
