Some Users are Not Able to Download From Document Explorer. Get 404 Page Not Found and "ALL: Path Not Found" in Logs

The download button in Document Explorer is not working for some of the users.
When a user attempts to download a document in Document Explorer, the error "404 Page Not Found" is displayed.
The following trace is captured in the Spaces server's diagnostic log:

When WebCenter Content (WCC) "alert" tracing is turned on, the follow message is printed:
alerts/6 01.17 11:14:06.696 IdcServer-5041 !csAlertTooManySecurityAttributes,user.test,57,Accounts,50
User could be granted permissions to more Spaces in WebCenter Portal or Accounts in WCC.
