Symptoms
You have installed Oracle Fusion Middleware Portal, Forms, Reports and Discoverer 11.1.1.2 and patched it to 11.1.1.7. When running the Configuration Assistant (config.sh) to configure the components, it fails while starting the EMAGENT component.
The install log files shows the following error

In this scenario, the issue was observed during the Discoverer install. However, it may happen during other FMW component installs also.
