My Oracle Support Banner WCC - Inbound Refinery (IBR) Fails with Error: Unable to load conversion data for job (Doc ID 1618861.1)

Trying to convert a MS Word document to PDF.

The Refinery fails to convert with this error in the IBR trace logs:
