WebLogic Server 12C: After Production Redeployment, Application Goes to "Admin" State Instead of "Retired" (Doc ID 1619188.1)

Symptoms

In WebLogic Server 12.1.1, after deploying the second version of the application on the cluster, the first version of the application does not come to retired state. Restart of the cluster brings both the apps to active state or the first application to the "admin" state. Everything works fine on a single server. The issue is seen only in case of cluster.
