OIF 11g Cluster: After Trusted Provider Update All OIF Requests Fail With Error 500 -- Internal Server Error (Doc ID 1619481.1)

Symptoms

Multi-node clustered Oracle Identity Federation (OIF) 11.1.1.6 is generating Error 500 -- Internal Server Error in the browser for any OIF operation, including attempts to access metadata at /fed/idp/metadata or /fed/sp/metadata.

The OIF diagnostic log shows the following error:

This problem started occurring since a new Service Provider (SP) was created OR an existing SP was updated in the Federations page of OIF Administration in Fusion MiddleWare (FMW) console.

There were no errors reported in the console when the SP was created/updated, it seemed to be successful.

Restart of the OIF managed server also appears to be successful but all /fed requests fail with Error 500.

Steps to reproduce

1. Go to the Federations page in FMW Console OIF Administration.
2. Either add a new Service Provider or Edit an existing Service Provider, for example remove the requirement for signed HTTP Responses.
3. Click Apply.
4. Try to access OIF metadata at http(s)://OIFHOST.DOMAIN:PORT/fed/idp/metadata or http(s)://OIFHOST.DOMAIN:PORT/fed/sp/metadata : Error 500--Internal Server Error occurs.
