ORA-29875 DRG-50857 Errors while Registering WSRP Portlet In Oracle Portal

Symptoms
When trying to Register the WSRP Samples with Oracle Portal, the following error message:

Steps to Reproduce:
- Generate the wsrp1?WSDL and be sure the url works in a separate browser when ran by itself.
- Within Oracle Portal, navigate to the Portal Buidler Page -> Administer Tab -> Portlets.
- Click on "Register a provider".
- Enter registration information and click Finish.
