WebLogic Server Stays In STARTING State While JMS Recovery Takes Place (Doc ID 1622529.1)

Symptoms

After a server crash, during startup, the AdminServer reports it is in STARTING state but it does not complete starting. It appears that startup is frozen. No additional information is logged, and in particular, no error is reported. The "top" OS command reports that the JVM is using some CPU.
