Some Users are Unable To Access a Portal: "You do not have access" Error (Doc ID 1623260.1)

Oracle WebCenter Portal for OCI - Version 12.2.1.4.0_24.6.1 and later

Symptoms

Note:  WebCenter Spaces has been renamed to WebCenter Portal.  In versions prior to 11.1.1.7, the term 'spaces' was used.  In 11.1.1.7 and beyond, 'spaces' will now be referred to as 'portals'.


When attempting to access a portal where the user is a member, the following error occurs:

You do not have access

 

Attempting to click on the user link from the Activity Stream returns the following error:

User <User_GUID> not available in the configured identity store. The user may have being removed from the system.
