Locking Folio Does Not Lock Revision of Content Item in Folio (Doc ID 1623493.1)

Symptoms

When a folio is locked you can still check out individual items in the folio and check them in as new revisions on the Content Server. However, the new revision is what appears in the folio, not the revision at the time of locking.
