SOA Diagnostic Log File is Empty

Information in this document applies to any platform.
In SOA 22.214.171.124 there are 4 managed servers and all are configured the same in terms of logging.
All servers are working fine, and the log and output files are populated as expected.
For 3 servers, the diagnostic log shows the expected entries as well, but for one server this diagnostic log is empty.
What can be the reason for this?
