Unable To Export Metadata in EM Console Due to MDS-01059 Error (Doc ID 1624421.1)

Symptoms

When trying to export a file such as  '/iam-features-identity/event-definition/EventHandlers.xml' from the application 'oracle.iam.console.identity.self-service.ear' using the EM Console/FMW Control it fails with:
