"File not found" Issues Following Backup / Restore (Doc ID 1625991.1)

Symptoms

We are migrating between different virtualization providers, and made a copy of the Sites filesystem but not database. We copied the filesystem across to the new virtualized environment and turned on the server some days after making the copy (users had been working on the old system in the meantime). There were errors in the new environment, warning about non-existing files:

[2014-01-16 08:52:27.187][CS][ERROR] Exception reading file E:\ContentServerDLV\ruleset\1340213745692.xml
java.lang.Exception: File not found

and publishing also failed from this environment.
