Block Time specified for WTC Local Tux Domain in config.xml
When using WTC CORBA application without transactions if a server takes time exceeding the block-time, in config.xml for a local domain,
it should get a timeout as CORBA.NO_RESPONSE. If it reaches the BLOCKTIME configured in dmconfig, on the Tuxedo server side, it does get it.
Tuxedo ATMI applications get a TPETIME if the time reaches either parameters block-time in config.xml or BLOCKTIME in dmconfig.
The WTC CORBA application should follow Tuxedo ATMI application behaviors.
