Quota To Limit The Number Of JMS Messages Received Is Not Working As Expected (Doc ID 1629448.1)

Goal

Currently we have two WLS domains. One of the domains (domain 1) has a Store and Forward (SAF) Agent forwarding messages to a uniform distributed queue on another WLS domain (domain 2). We created a quota in the JMS module with maximum messages of 10000. We updated the JMS destination to use the quota. We observed that messages are still being forwarded to JMS destination even after the quota limit has been reached. We did not set any quotas/flow control on the JMS servers where the uniform distributed queue is.
