After Upgrade to Oracle Access Manager11g (OAM 188.8.131.52.0), Cannot Enable Access Portal Service

After upgrading OAM to 220.127.116.11.0, when trying to enable Access Portal Services on the Available Services panel, the button to enable is greyed out so it cannot be selected.
