Symptoms
Oracle Access Manager (OAM) Console Identity Store creation / Test Connection is failing when creating/modifying an Identity Store for connection to Oracle Directory Server EE (ODSEE).
This issue may occur only for specific User Search Base values.

Steps to reproduce
1. In OAM Console, create a new Identity Store for connection to Oracle Directory Server Enterprise Edition directory server.
2. Complete the required fields, set User Name Attribute to "uid" and specify a particular User Search Base value.
3. Click the Test Connection button - connection failed.
4. Try to save the Identity Store - connection failed error and the store is not created.
