On eBusiness Suite (EBS) / Oracle Applications 18.104.22.168 version, in the clone instance, when trying to re-register Single Sign On (SSO) & Oracle Internet Directory (OID) get below error:

The issue can be reproduced at will with the following steps:
1. De-register SSO.
2. De-register OID.
3. Register OID & SSO.
The issue has the following business impact:
Due to this issue, users cannot access the clone instance.
