Change the value of the System Property XL.EnableExceptionReports to TRUE and restarted OIM before to run the reconciliation.
After reconciliation ran, had USER_MATCH_NOT_FOUND errors in the Reconciliation tables (RA_*), but nothing in RECON_EXCEPTIONS.
