WCC 11.1.1.8 with MLR3 (11.1.1.8.1)

Create Folder/ Upload File,Photo functionality is not accessible from iPad

Using an iPad with latest Oracle WebCenter Content app with is connecting to a MLR3 (11.1.1.8.1) environment.
However, the function (clickable plus sign) that opens up the option to Create Folder / Upload File, Photo is greyed out. The plus sign is also greyout out.
