Tuxedo Listener slisten On Port 3050 Is Not Booting - Fails To Start (Doc ID 1635202.1)

Symptoms

Tuxedo 10gR3 Listener is not booting.

When starting "TUXEDO 10gR3 with VS2008 Listener on Port 3050" service it does not respond and slisten fails and below errors are seen in ULOG file:

005652.***!slisten.exe.5156.832.-2: 03-02-2014: Tuxedo Version 10.3.0.0 with VS2008, 32-bit
005652.***!slisten.exe.5156.832.-2: CMDTUX_CAT:4343: ERROR: Could not establish listening endpoint 0x00020bea####
005652.***!slisten.exe.5156.832.-2: CMDTUX_CAT:1319: INFO: Terminating tlisten process
...

slisten stands for the tlisten process started as a Windows service.

But tlisten can be started manually via command line by using "tlisten -l //<ip>:<port>" command.
