Head Requests Does Not Give Expected Output For Some URLS In Weblogic 12.1.2

Symptoms
On WebLogic Server 12.1.2.0.0, with no default web application deployed, sending a GET request for any of the following URLs produces a 404 response, as expected:
(1) https://host:port/
(2) https://host:port/not-a-context-root/
(3) https://host:port/bea_wls_internal/something-nonexistent
Sending a HEAD request for any of these is likewise expected to return an HTTP 404 status line along with suitable response headers.However, this does not work in cases (1) and (2). The WLS Managed Server instead closes the SSL connection after receiving the HEAD request, without sending any data.
For (3) , it gives expected 404 error
Steps to Reproduce
1) install 12.1.2 WLS and configure a domain and start the admin server
2) Runing the following commands will give the output mentioned inline
