OIM Recon Events Stuck In Data Received Status For RACF Targets (Doc ID 1636207.1)

Recon events from RACF are being stuck in a "Data Received" (not linked to any user) status instead of completing to "creation successful" or "update successful". Following error is seen in the oim_server-diagnostic.log:
